This landmark is within Goldtooth's reach, but it is not easy to get to. The rewards for building it allow you to keep control of nearby provinces, which is useful considering the border shared with the Chaos Wastes. The Income is also useful, as it allows you to keep your inner provinces rich while still allowing the border with Chaos to be defended.
