Celestial Loyalists is a 
Grand Cathay faction introduced in Total War: Warhammer III. It is led by Qian Hou and can be found in the northeastern parts of Grand Cathay, along the Great Bastion.
Background[]
This area is centred on the Cathayan capital, the holy city of Wei-Jin, and ruled directly by the Dragon Emperor and Moon Empress. It is located just south of the Great Bastion, in Cathay’s northeast. It is further protected from northern incursions by the magical Great Dragon River, which causes death to those who enter its waters. The Cathayan Astromancers, the Dragon Emperor's officially-sanctioned magic users, are headquarted in Wei-Jin. Above Wei-Jin is the Celestial City, a palace complex where the Dragon Emperor and Moon Empress hold court. It is in the Celestial City that the Wu Xing Compass is located, a device which allows the Dragons to direct the winds of magic across Cathay.
