Chaos Dwarf District is a 
Chaos Dwarfs outpost building introduced in Total War: Warhammer III with Forge of the Chaos Dwarfs, only available in cities of allies through the War coordination mechanic.
This is where the foundries and factories are, from which the Chaos Dwarfs ply their terrible trade.
