Clan Carrion is a minor faction of Skaven introduced in Total War: Warhammer III.
They start with a very large army in a Skaven Stronghold and were added to stay put and protect the city of Nagashizzar from incoming armies.
Background[]
Clan Carrion is a Warlord Clan best known for being the best scavengers in all of Skavendom. Clan Carrion have no permanent settlement. Instead they travel from battlefield to battlefield in search of the richest salvage, carrying heaped spoils upon their backs. Clan Carrion's banners and clothing and a patchwork of scraps and their warriors are armed with a hodgepodge of weaponry, shields and cobbled-together pieces of armour.
Nothing is ever wasted and that which can't be used directly is traded. The Skaven of Clan Carrion make sure that their most valuable items, such as Giant Rats (a valuable source of protein) and Clan Skryre weaponry are painted in vivid, bright colours such that they can be more easily found amongst the post-battle detritus. Clan Carrion firmly believe in 'finder's keepers' and they will scurry away with anything of value if its owner happens to be looking in the wrong direction. Indeed, the Skaven of Clan Carrion are such prolific thieves that they only truly own what they can firmly clasp with their own claws. Because the Skaven of Clan Carrion are such successful scavengers, their warriors tend to have plenty of spare knives stuffed into belts.

Clan Carrion will never actually leave the area, not even to settle Desolation of Nagash or Bitter Bay and can be safely maneuvered past. Even when in war with them, they will not attack your surrounding settlements, but they might attack an army that's very close to Nagashizzar itself. Sieging the city for example with often result in the army attacking your army.
They start with a 18/20 army with pretty strong units: a Grey Seer (Ruin), Stormvermin (Sword & Shield), Poisoned Wind Mortars, Ratling Guns, Mutant Rat Ogres, Gutter Runners (Poison) and a Hell Pit Abomination. Gradually, during the progress of a campaign they'll replace these units with even stronger ones.
Their city starts at level V, and thus starts with a 20 unit garrison consisting of both types of Stormvermin, several types of Clanrats, two types of Night Runners and Plagueclaw Catapults. They also start with a wall building of the highest level, thus having Doom Rocket projectiles for the towers, the ability to use the Skaven Warpbomb three times, and the strongest possible garrison.
Combining this with the starting army, the faction is too strong for most if not all factions to take on in the early game. Defeating Clan Carrion and claiming or razing Nagashizzar will require a quite large and strong force to be able to beat, The Creative Assembly's way to prevent the player gaining access to the very strong landmark building in Nagashizzar too early.
