Dissenter Lords of Jinshen is a 
Grand Cathay faction introduced in Total War: Warhammer III. It is led by Sheng Ye and can be found in the Warpstone Desert, in the western parts of Grand Cathay.
They are early opponents for The Western Provinces.

Well, this is your early enemy. Do remember that if you decide to start a caravan for Ivory Road, the caravan will spawn around this settlement, making it vulnerable to this faction's army, especially if you're at war with them. They can even have their own caravan backing them up in the battle. But if you're playing as someone else, sometimes, The Western Provinces AI may decide to sign a peace truce with them, leaving them to exist until late game. Still, they are pretty much free-exp punching bags for your armies in either scenarios.
If you're playing as The Jade Court or the Northern Provinces, you should declare war on them for a diplomacy bonus for the Western Provinces, they won't be able to pose a threat against you. This also applies to Rebel Lords of Nan-Yang.
