This is a mixed army of Empire and Bretonnian troops, primarily ones with religious association such as Grail Knights and Flagellants. Their units are pretty powerful, so if possible, destroy them as soon as possible (along with any other Rogue armies but this one might be a bit hard since it's a combined forces of some pretty powerful units). For some reasons, Bretonnia has a tech that increases relationship with this faction so if you want to befriend them then, go ahead (other than that, just destroy them). A fortified settlement with a Lord + several units should be enough to deal with them.

- In the Bretonnian technology tree there is a "support religious errantry" option which boosts relations with this faction should it exist on the map.
