Mootland is a one-region landlocked province in the Old World region and introduced in the Total War: Warhammer II The Empire Undivided update. It is only available in the Mortal Empires and Immortal Empires campaigns.
Prior to it's addition to Mortal Empires, its titular minor settlement, The Moot, was part of the province of Stirland.
Background[]
Mootland is a minor, semi-independent Electoral Province of The Empire, ruled by Hisme Stoutheart. Located in the junction between the Blue Reach and Aver rivers, it borders Stirland, Averland and Sylvania. Its population is predominantly made up of Halflings.
It is a subject of intense embarassment and abiding grievance amongst the Elector Counts of Averland and Stirland how some of the most verdant and fertile lands in the entire Empire wound up under the control of the Halflings who lived there, a people who are largely treated as second class citizens within the nation as a whole. In the 11th Century, Emperor Ludwig the Fat was fed a meal by his Halfling Cook so fine that he issued an edict which separated The Moot from the province of Stirland and Averland and gave the Elder of the Moot an Electoral position, seemingly as a joke on the then-Elector of Stirland. Respective Counts have repeatedly petitioned successive Emperors to give the land back, but most Emperors have deemed it more worthwhile to keep the Halflings onside, not least because when the province is at peace it provides the Empire a significant amount of its produce.
Because it is so fertile and mild Mootland is a densely populated region, and farms and hamlets can be seen wherever one stands in its low hills and green valleys. Of particular note are the tobacco plantations: the plant cannot be grown anywhere else in the Empire, and the Halflings pride themselves on the many famous varieties they produce and can often be found smoking after another hefty meal. Despite the population density, most of the province's settlements are small, with a great many villages virtually in spitting distance of each other, connected by poorly maintained roads.
Mootland culture can be difficult to understand for visiting humans, and indeed differs from Halflings who live elsewhere, who deem it insular and inbred (although will never voice such opinions in earshot of humans). A highly communal people, Mootlanders resolve most issues of the day through startlingly informal discussions and compromises overseen by the democratically elected Council of Elders. Such a seemingly casual approach to most things leaves more time for the things Mootlanders deem of the utmost importance: gossip and food.
