Obsidian Quarry is an 
Ogre Kingdoms resource building introduced in Total War: Warhammer III with Ogre Kingdoms (DLC). This building can only be constructed on settlements that have the Obsidian resource.
Volcanic ore is quite rare, and a precious resource for most due to the way it can interact with certain magic lores.
