Rapturous Excess is a 
Slaanesh faction introduced in Total War: Warhammer III. It is led by Abyssa and can be found in the eastern parts of the Southern Chaos Wastes.
They also serve as an opponent for armies entering The Dark Prince's Realm during the The Realm of Chaos campaign.

They're probably the main issue for Oracles of Tzeentch. You'll probably want to expand eastwards for the Landmarks and habitable settlements but again, you'll probably be dealing with Order of Loremasters which isn't really an easy enemy to defeat. Even worse, as soon as they see you as weaker than them, they'll declare war on you, which usually happens when you're busy dealing with Teclics. Last but not least, the settlement that is near their borders aren't a major one, which means you'll have a smaller army if they ever decide to screw you over.
