Rakarth is an obscure character from the lore that is known only as the best Beastmaster among the Dark Elves. Many players speculated that he would be a playable Lord, however this is unlikely given that he has a regiment of renown named after him as well as this event referencing his famed horse as deceased.
In February 2021, Rakarth has been added as a playable Legendary Lord, and Bracchus is instead the name of his dragon.
