The Blue Scribes are a Tzeentch, Daemons of Chaos and Warriors of Chaos Legendary Hero unit introduced in Total War: Warhammer III with Shadows of Change.
For Warriors of Chaos they can be recruited by: Warhost of the Apocalypse, Heralds of the Tempest, The Decadent Host, Puppets of Misrule and Shadow Legion.

It is said that Tzeentch once shattered into ten thousand pieces, each shard shifting to form a spell or incantation. Thus, the Blue Scribes ride their Disc of Tzeentch through realms eternal and mortal, squabbling as they seek lost fragments of their god to bind with parchment and ink. Their mission often draws them towards the tumult of battle, where the most destructive and powerful magics are used. If threatened, one of the scribes starts reading at random from the scrolls they have accumulated, trusting the hand of fate – his master – to guide him to a fitting spell for each occasion. With such powerful magics reeled off at random, a foe is as likely to be struck by multicoloured lightning as he is to be drenched by his own personal thunderstorm or transmuted into solid gold.

The Blue Scribes have access to all Lores of Magic in the game with the exception of Deliverance of Itza and Runic Magic. When the Blue Scribes cast one spell they get another set of spells at random. In the campaign, the Blue Scribes start with the Lore of Tzeentch selected.

Putting the Blue Scribes in your army is about accepting one of your wizards will be a roulette wheel for certain concrete benefits. With their Funnel Magic passive, they will significantly increase the effectiveness of other magic users, particularly useful for Tzeentch and Tzeentch-orientated armies since they also provide hefty buffs for all types of Horror. You can game their spell rerolling a bit by upgrading only the one or two lores you're interested in - Life, for instance, is extremely helpful for Chaos - and then either putting all their points into passives or simply not upgrading them at all. They do alright damage with their missile attack, but they are extremely squishy and need to be kept out of the line of fire as much as possible.
Alternatively, they actually perform well as an agent. With the Tzeentch's Quaestors passive their Steal Tech action provides a massive discount, particularly with the recent changes to how research rate is calculated. Couple that with an adequate Assassinate chance and Siphon Winds and you have an agent who is very useful tagging along with one of your front line armies.

- They are called P'tarix and Xirat'p. P'tarix is the one that writes the spell, while Xirat'p is the one that reads the spells.
