These are all the legendary lords added so far for Total War: Warhammer II.
As far as campaign is concerned, all lords added in TWW2 are playable in both Eye of the Vortex and Mortal Empires, aside from Drycha who is only playable in Mortal Empires.
Again in campaign terms, lords originally added in TWW1 are only playable in Mortal Empires, although some of them have been changed (eg: put in a different starting location or faction) for the second game. Scroll down further for another table showing that.
